The Patrollers, or rather Slave Patrollers is a very old form of the state
militia. Unlike the National Guard, the Slave Patrollers receive no federal
funding, and are not held up to the same standards of regulation or training
as the National Guard. The funding for the Patrollers comes from the State
and those few plantation owners that make enough money to donate money
to them. Donors usually receive extra special care to their plantations
for doing so. A national debate has arisen over their funding, slave owners
have contended that keeping the slaves under control should be a federal
concern, and that the Patrollers should be granted funding just like the
National Guard. Non-slave owners and no slavery states say that the plantation
owners are responsible for their own property, they should be fined for
each escapee and be forced to hire more overseers.
Volunteers for the patrollers tend to be young men with no skills to speak
of who, for whatever reason, could not pass the physical or exams necessary
to volunteer for the National Guard. Most of these young men are ill educated
and are incapable of doing anything else with their lives. They are not
well trained, and against an armed and organized rebellion, the men are
cut down like wheat. |
